In short: RERA agent registration

RERA agent registration is the registration a property dealer, broker or channel partner needs from a state's Real Estate Regulatory Authority before helping to sell a plot, flat or building in a RERA-registered project. One registration covers the whole state, gives you a number you must quote in every sale, and has to be renewed.

This guide is for property dealers and channel partners who work in Delhi NCR, where three regulators apply: UP RERA for Noida, Greater Noida and Ghaziabad; Haryana RERA for Gurugram and Faridabad; and Delhi RERA for Delhi. The steps and fees below come from each state's rules and the authorities' own documents, checked on 8 November 2026. It is a summary, not legal advice.

Who needs RERA agent registration?

Is RERA registration compulsory for agents? For most dealers and channel partners in NCR, yes. The Real Estate (Regulation and Development) Act, 2016 defines a real estate agent broadly: anyone who negotiates for, or introduces, buyers and sellers of property for a commission or fee. The definition expressly includes "property dealers, brokers, middlemen by whatever name called".

Section 9 of the Act then says that no agent may help sell or buy a plot, apartment or building in a project registered with RERA, being sold by the developer, without registering first. In practice:

  • Channel partners selling new projects need it, in every state where those projects are. Developers ask for your registration number before they empanel you.
  • One registration covers the whole state, but only that state. A dealer who sells in Noida, Gurugram and Delhi needs three registrations.
  • Resale and rentals only: if you never sell units in RERA-registered projects for a developer, the position is less clear-cut. Ask a lawyer about your own work before deciding you don't need to register.
  • Silence counts as approval: if the authority neither points out deficiencies nor rejects your application within the period set by the rules, you are treated as registered.
  • Working without it is costly: section 62 sets a penalty for every day the default continues, which can add up to 5% of the cost of the property whose sale you facilitated.

UP RERA agent registration (Noida, Greater Noida, Ghaziabad)

UP RERA has put training in front of registration. Under its order of 5 January 2026, an individual, firm, LLP or company can apply for registration, renewal or a change to its registration only after completing UP RERA's four-day training and passing the competency exam held on the last day. For a firm or company, at least half of the partners or directors, or two of them if that is fewer, must be trained, along with a share of the sales staff. Agents who are already registered have until 31 December 2026 to complete the training.

The steps:

  1. Book the training on the UP RERA portal, pay the training fee, attend the four days at a notified centre (NIET in Greater Noida is one), and pass the exam.
  2. Create your agent profile on the UP RERA portal and fill in the application: your details, PAN and Aadhaar, documents, and the training certificate.
  3. Pay the registration fee as the portal instructs, and submit.
  4. Get your certificate and number once UP RERA approves the application.
  5. Renew at least three months before expiry, with updated documents.

Haryana RERA agent registration (Gurugram, Faridabad)

Haryana has two authorities: HARERA Gurugram for Gurugram district, and HRERA Panchkula for the rest of the state, including Faridabad. Each runs its own portal, so check which one handles your application. Under the Haryana Real Estate (Regulation and Development) Rules, 2017:

  1. Apply in Form REA-I with your enterprise details, documents and the registration fee.
  2. The authority decides within thirty days. If something is missing, it can give you thirty days to fix it before deciding.
  3. You receive a certificate in Form REA-II with your registration number. It is valid for five years.
  4. Renew in Form REA-IV within the three months before expiry, with updated documents. Each renewal is valid for five years.

Delhi RERA agent registration

Delhi has its own authority, and a dealer or channel partner who sells RERA-registered projects in Delhi needs a Delhi RERA registration as well, even if they are registered in UP or Haryana. We have not quoted Delhi's fees here because we could not confirm the current amounts from an official source on 8 November 2026. Check the Delhi RERA portal before you apply.

Documents you will usually need

The exact list depends on the state and on whether you apply as an individual or a firm, but the rules and portals ask for much the same things:

  • the details of your business: name, registered address, and type (individual, proprietorship, partnership, LLP or company)
  • registration documents for a firm: partnership deed, LLP agreement, or the company's memorandum and articles
  • name, address, contact details and photograph of the applicant, or of each partner or director
  • PAN, and for individuals in UP, Aadhaar
  • proof of the address of your place of business
  • income tax returns for the three years before you apply, or a declaration if you didn't file them
  • in UP, the training certificate, and answers to whether a registration of yours was ever refused or revoked

Scan everything clearly before you start, and check that names and addresses match your PAN; it saves back-and-forth with the authority.

After you register

Registration comes with duties under section 10 of the Act:

  • Quote your registration number in every sale you facilitate. It is good practice to show it on your website, ads, visiting cards and WhatsApp profile too.
  • Only sell registered projects. Don't facilitate the sale of a project that should be registered with RERA but isn't.
  • Keep books of account, records and documents as your state's rules require. Haryana's rules point to the Income Tax Act.
  • Avoid unfair trade practices, such as misleading claims about services, approvals or affiliations.
  • Help buyers get the information and documents they are entitled to at the time of booking.
  • Track your expiry date. Put the renewal window in your calendar: at least three months before expiry in UP, within the three months before expiry in Haryana.

What is the 70% rule in RERA?

Buyers often ask channel partners about it. Section 4 of the Act requires a developer to deposit 70% of the money it collects from buyers for a project in a separate bank account, to be used only for that project's construction and land cost. Withdrawals have to be in proportion to how much of the project is complete, certified by an engineer, an architect and a chartered accountant. It applies to developers, not agents, but it is a fair question to answer clearly when a buyer raises it.

A registration checklist

  1. List every state where you sell, and register in each: UP, Haryana and Delhi for most NCR firms.
  2. In UP, finish the training and exam before you apply, and make sure enough partners or directors are trained.
  3. Decide whether you apply as an individual or a firm; the fee and the documents differ.
  4. Gather and scan the documents before you start the application.
  5. Keep the certificate, the number and the expiry date where your whole team can find them.
  6. Put your registration number on your website, ads, visiting cards and booking documents.
  7. Share the right state's registration with each developer when you register as their channel partner.
  8. Set renewal reminders at least four months before each expiry.
